These sets are obtainable by Island Expeditions. It appears that the difficulty does not matter, but theme/kind of enemies that are on the island.
None of them are class limited, but some are identical to prevoius existing sets and can be mogged by everyone with this amor type now.

A nice alternative I found for the robe is Darkmaster's Spare Robe from the Firewool Regalia Xmog set.

I personally use the firewool set with the helm and shoulder from the hydraxian set. Looks better, IMO. I paired it with Agile Sprite Cloak
