I believe that this is a Taruen only quest.

I could't get the quest as a level 15 Blood Elf Rouge

Pick this quest up at Camp T then head north to the crossroads.

As a Tauren Warrior, I could not pick up this quest. I do think it is a Tauren exclusive, but I think it is also mutually exclusive with the quest Sergra Darkthorn because I have completed this quest with my Tauren warrior and Journey to the Crossroads is unavailable.

Note: This is not confirmed.

P.S. Some believe it is only available after completing Plainstrider Menace. I have completed this quest as well and Journey to the Crossroads is still unavailable.
