It is inside the last room of the schoolhouse, which is a building in the NW corner of Moonbrook that has a bell tower.

The footlocker lies on the floor of the old town hall. The Town Hall happens to be the most north western building in Moonbrooke if you are looking at the map. It lies on the floor infront of the podium like structure in the main room of the building. Once opened a ghost appears in which you must kill.

It is in the NW house, CORDS 41,66. Opening the footlocker will also spawn lvl 25 undead which should not be a problem ;)

Moonbrook is in Westfall, near the entrance to The Deadmines.

Like kreghx mentions, the ghost that spawns is easy. No probs with a lvl 25 rogue.

The chest is in the schoolhouse on the floor, directly to the right of the small staircase in the last room. Darn near impossible to see unless you're looking for it!

Building with tower.

Completing quest spawns a lvl 26 spirit you can fight.

Actually you do not have to kill the ghost that spawns as along as you accept the quest fast enough and run. I avoided getting hit by her altogether.

I killed her she is easy and you also get a black bubble around you that looks Sweet (reduce attributes by 5 tho 10mins )

You don't actually need to kill the lvl 26 ghost. I just picked up the letter and ran.

Funny:

As a rouge you can easily avoid the curse she puts on you...

1. go to chest
2. deliver quest and accept new quest
3. vanish
4. sprint out

5. profit!
