This item drops from RFK, and after handing in the scroll to Varimathras you get a quest to kill the ambassador in RFD.

Varimathras is in Undercity at 56,92. Go down the middle passage in the apothricarium and you will go through a series of rooms, he in the round room at the end.

It is actually in the Royal Chamber. He is a giant demon similar to Malganis in Wacraft III next to Sylvannas.

Got the scroll today, but I'm as of yet only lvl 25 and can't take the quest. A bit silly when the lvl of the dungeon is now 24-26ish.

Right click the Small Scroll, accept the quest and hand it in to Varimathras in Undercity. This is probably the easiest 5250 experience in world (of warcraft).

It is impossible to turn this quest in to Varimathras, if you've done the Wrathgate event.

To those of you worried that you can't hand in or take Varimathras' quests due to him being killed during the Wrathgate/Battle for Undercity chain, there is a replacement coming to help you out in patch 3.3 as confirmed by a blue poster.

Bragor Bloodfist will be taking his place and giving/accepting all quests previously assosiated with Varimathras. So all you Seekers/Loremasters out there can put your fears to rest.

Quest is still available from Bragor Bloodfist in Undercity even though says "This quest was marked obsolete by Blizzard and cannot be obtained or completed."
