This quest is currently bugged for Draenei. It's a known issue, and Blizzard is trying to fix it.

Well i can get it, but i cant return the quest to the marshal

On this quest, you want to hand this item into Marshal Windsor that's sitting in a Cell, guarded by many patrols and mobs. I suggest you clear everything around him first before talking to him, so that a extra roaming party member will not aggro on accident while turning in this quest.

If a person in your party needs to do the Quest "Jailbreak", you'll want to ask them to wait after you complete this following quest that Marshal Windsor gives you, which is facing 2 bosses http://www.wowhead.com/?quest=4282

I noticed last night that the quest chain that precedes this is still available.

I imagine that the crumpled note just doesn't drop anymore, therefore you cannot get to the parts of the Onyxia attunement where you need to get to Stormwind. Can anyone confirm?

This has been removed due to the pre-req. being removed from the game. NO LONGER AVAILABLE due to Onyxia
