If you get the necklace in Uldaman, do yourself a favour and pick up 5 silver bars on the Auction House before you go to turn in. It will save you a bit of time as the next stage in the quest simply asks for 5 silver bars.

Talvash Del Kissel can be found in the Mystic Ward at 36,3 (just north east of the Mage/Priest training hall).

On a trip through Uldaman on my 70 BE Pally I got the Shattered Necklace and when clicking on it, it says "This quest is not available to your race."

THIS IS A RACIST QUEST...... I TRIED 2 USE THE NECKLACE ON MY BLOOD ELF PALADIN... IT SAID: This quest is not availible to your race... Racist!

The Shattered Necklace chain does not give you credit towards the Loremaster achievement.

I understand what to do and where to go after you get the necklace, but where in the instance is it (or him for that matter)?

If you get this item, now a days. You should try to do the quest fast because, it give good xp, and with leveling gear even more, yet the reward are nothing compared to what you can get in "Teaser Bags", but worth ur time if you want xp.

Got a 34 fury warrior (BoA twink) picked it up. WHY did I have to wait until 37 to take it to Ironforge ?

You have found a tarnished necklace, though the tarnish belies intricate and magical craftsmanship. The necklace has been shattered, as its setting appears to be missing three gems. On the underside of the necklace is the faint imprint of the city seal for Ironforge. Below the seal are three tiny, engraved letters: "TdK".

If there is anything to be gleaned from the necklace, you will need to learn about its origins. Perhaps the seal and the initials are a start...
