If you haven't done it already, grab the "Journey to HIllsbrad Foothills" quest (http://www.wowhead.com/?quest=493) from The Sepulcher and pickup a free 1150xp on your way there. The well for the quest is in the middle of the town, right outside of the church.

Confirmed while on the way the NPC http://www.wowhead.com/?quest=493 in Silver Pine forest, Take the quest and start journey to Hillsbrad Foot hills.

Quest awards 9s and a sum of 1150exp.

When you reach Terren Mill in Hillsbrad Foot hills you will find:
-The Water well at (62,20) fill your Red Waterskin up ;)
-The Quest you took from Silverpine Forest ends at Terren Mill the NPC is at (61,19)
-The Flight path in is at (60,18) Go Go discover it ;)

After your finally done take the flight path back to Undercity and off to the Zepplin well you know what to do.. :P

I Dont kow about anyone else but I thought it was a tauren well but it is like a normal well thing.

As for me the fastest way to Tarren Mill occurs to be through Alterac Mountains, where you go by swiming a bit in the Lordamere Lake. You can't take any quests there but it could save your time a bit (tried on myself)

To get to Hillsbrad Foothills (The path is designated with dots):

You must go to Undercity.
Then go to Silverpine Forest.There are 5-10 level mobs near the path to Silverpine Forest from Tirisfal Glades.
Then go to Hillbrad Foothills.There are 10-20 level mobs near the path to Hillsbrad Foothills from Silverpine Forest.
And go to Tarren Mills.There are 20-30 level mobs near the path to Tarren Mills in Hillsbrad Foothills.
There u must use Empty Red Waterskin and you will get Filled Red Waterskin.
Return to Brine.

and the quest is over =)

Both the rewards and XP for this questline scale to your level. I finished tihs quest at level 26 and received 1600XP, compared to 1150XP.

you will do this go to crossrode and take a fligth to ogri and go to zepelin and go to undercity and take a fligth to tarenmill and fill the waterskin and go back its easy

Long ago I followed some companions into the Hillsbrad Foothills. We defended ourselves from some tenacious humans who make their home there and we found ourselves in a small town the Forsaken had taken over: Tarren Mill.

It was there I found a most peculiar thing: in the center of town was a small well of fresh spring water. I'm not sure the plagued citizens of the town even realize its value--it's a small holy vestige in an unhallowed sea.

Bring me a sample of that water in this waterskin.
