The messenger travels from the Jangelode Mine (44, 25), goes into Gold Coast Quarry cave (30, 45) and then goes down to Moonbrook (43, 69)

You have to kill him to get the follow up quests from Sentinel Hill

He spawns at next to this barrel or jug on the ground.. but he like to run once you hit him, so make sure you clear the area, hes spawn time is pretty fast. After you finish The Defias Brotherhood quest chain, the traitor will be standing down the stairs from Gryan Stoutmantle.

Please dont rate because i'm trying to post for every quest in the game so i won't have trouble later leveling my alt's

I suggest to keep walking on the main road that goes from moonbrook to gold cost quarry. You'll find it surely, but it's a big hard and you need to be patient

This quest is still green at level 25. I completed it last night and still got full experience from it.

I had to wait around for 30 mins to see him but I encountered him at five minutes before the hour heading into Moonbrook from Sentinel Hill. Just sit there and wait ti out and he will pass by you. He has no'?' to mark that it's him, but you will notice that he will not attack you as he passes. He attacks only after you hit him.

If using ingame location macro:

then the cordinates is:
(45.5, 66.0)
The messenger travels clockwise (left) around the main road... and if dies then respawns in 5 mins at moonbrook in the above cordinates.

I found him walking out of the Gold Coast Quarry :)
Also found him walking through Moonbrook
