In Patch 8.3 Visions of N'zoth, Blizzard has added a new Dubloon vendor that allows players to purchase Salvage Crates. Each Salvage Crate will contain random loot from pre-determined creature types in a loot box-like system. If you've been chasing a certain mount, make sure you save up your Dubloons to spend on that Salvage Crate that contains the gear you want!
