Looks like they changed the way level sync works. The original wording suggests that everyone is simply phased to the progress of the lowest-progressed player in the group (it uses the word temporarily). The new wording implies resetting ("rewinding") everyone's quest progress to match the lowest player.

I have to admit the idea of automated reports in general are scary, and I'm concerned about it. I'm hoping this isn't changing any of the underlying mechanics and simply making it more clear when things are going on, because that would be nice to know that someone who got reported got action taken against them. Still, it's concerning, I'm hoping that at least a human will take a look if you appeal for a false report, and there is some sort of punishment for falsely reporting people.
