With all the discussion about tier sets in Battle for Azeroth, we thought it was worth recapping all the other gear changes happening for context! TradeChat has published a video and written the summary below on what's happening to legendaries and artifacts, as well as the new item system Heart of Azeroth.

Artifacts are not coming with us to the next expansion. Something will happen at the start of the Battle for Azeroth that will result in everyone losing their artifacts.
Artifact appearances & variants that you unlock in Legion will be transmoggable going forward. Unfortunately, it is planned to be spec locked, which is lame... but in better news, there will be ways for druids to “transmog” their forms in the future too.
According to Blizzard, all artifact appearances and color variants will be obtainable after Legion with the exception of the mage tower challenge skin and the mythic +15 tints for the Balance of Power appearance. If you already have the mage tower appearance unlocked, you can still obtain its color variations after Legion.
Since they were not specifically mentioned, I’m lead to believe that pvp prestige appearances and tints will still be obtainable in the future, but I have no idea how that will work...so, your guess is as good as mine...
It’s also worth mentioning that some artifact traits will be coming to Battle for Azeroth with us in the form of baseline abilities, talents, or on new gear items.
Legendaries, as they exist in Legion, will not exist in Battle for Azeroth.At Blizzcon, it seemed like legendaries were completely out, but in the most recent Q&A, Ion Hazzikostas didn’t rule out “iconic” style legendaries, like we saw in past expansions.
Regardless, it’s unlikely we’d see a legendary item at Battle for Azeroth launch, or maybe even at all… mostly because we know that Blizzard in implementing a new piece of gear, which is essentially the love child of an Artifact weapon and Legendary item, an amulet called the Heart of Azeroth.
Heart of Azeroth
The Heart of Azeroth is an artifact-quality neck item which allows you to unlock latent powers on special Azerite armor for your helm, shoulder, and chest slots. This new system is basically Your Artifact Version 2.0.
You will increase the power of you Heart of Azeroth by absorbing a new resource called Azerite. It’s sort of like Artifact Power except it isn’t actually looted and it’s not bound to a specific spec. When you get close to Azerite, your amulet literally absorbs it. Azerite will be found all around Azeroth, because it is literally the BLOOD of the planet. And you
The more Azerite your Heart of Azeroth absorbs, the more powerful it will be, and the more choices you will have as far as those latent powers go on your Azerite armor. Azerite armor comes in three varieties: Helmet, Shoulder and Chest.
Each piece of Azerite armor will have traits which can be unlocked by the power of your Heart of Azeroth. These traits are specific to each piece of gear, and there is no RNG involved.
Even in obtaining the Azerite armor, each piece has a predetermined source so that players can choose which gear they’d like to earn. No more random world drops, and hoping that the twisting nether aligns in your favor. Want a piece of Azerite gear? Kill the guy who drops it, and eventually it will be yours!
Azerite armor will be an integral part of gearing in Battle for Azeroth, especially considering we won’t have the benefits of legendaries OR tier set bonuses. Battle for Azeroth will be doing away with the 13 year tradition of tier set bonuses. Instead, we’ll be getting those 3 pieces of Azerite armor, each with a specific set of traits, made more powerful by our Heart of Azeroth amulet.
Who knows? Maybe in the future, further into the Battle for Azeroth, Blizzard will add additional types of Azerite armor, giving us even more latent traits to unlock...but for now the rest of our gear will just be standard pieces. You’ll earn it from questing, running dungeons & raids, and of course, mythic+. The system for loot in mythic+ will be that same in Battle for Azeroth as it was in Legion, and will still be a great source for gear.
It’s also worth mentioning that Battle for Azeroth will be bring us yet another squish, both to stats and ilvl. As always, this should in no way affect going back and soloing old content. Even with the new scaling leveling system coming in 7.3.5, every area has a cap, which is well below max level. So no worries in that department.
Finally, we can also expect to see warforging and titanforging following us to the Battle for Azeroth. Some players may find this disappointing, and if you’re one of them, you should be at least a little relieved to hear that warforging and titanforging will be less common going forward, and should feel more rare and special than it does currently.
TLDR: Battle for Azeroth will be doing away with RNG legendaries, artifact weapons, and traditional tier bonuses and replacing them with a new Azerite system consisting of the Heart of Azerite amulet and Azerite Armor for your helmet, shoulder, and chest slots.
Azerite armor has predetermined latent traits, which can be unlocked based on the power level of your Heart of Azeroth. This power level can be increased by collecting Azerite, a resource found all around Azeroth through regular gameplay.
