Loot was finally added to the dungeon journal in this week's Patch 9.2 PTR build, giving us a first look at some of the items which will drop from the Sepulcher of the First Ones raid. In addition to brand new trinkets and tier sets, we've found a few unique items to highlight, such as the Jailer's own

As its name implies, the Gavel of the First Arbiter is Zovaal's personal weapon, from a time before he was exiled to the Maw by the other Eternal Ones. Thus far throughout the Shadowlands, we haven't been in any direct conflict with the Jailer yet to actually see him wield a weapon yet, but dungeon journal tips and various animations uncovered on the PTR indicate that he will use the weapon to club us around during his
boss encounter
in the Sepulcher.

The Gavel has a very cool animation used during the Jailer's boss encounter, though we don't know what it will look like in the hands of players.
The player version of the mace is very interesting however, customarily trading away primary and secondary stats like Strength or Critical Strike in favor of a unique combat effect called
Julgamento Perverso
. As read, the effect dislodges the enemy's soul, presumably the same way that the
Fragmento de Poder Sussurrante
spawns an Innocent Soul to be defeated in order to gain its strength buff, though killing this target grants a boon depending on which afterlife its sent to within the Shadowlands.
Although we haven't discovered any of the Twisted Boon spells associated with that effect, and it's possible that they haven't even been added onto the PTR yet, we can reasonably presume that the slain souls will be sent to one of the four major covenant zones - Bastion, Ardenweald, Maldraxxas, or Revendreth. Whether this is random each time or determined by the covenant that the player is currently a member of remains to be seen, but it would match the theme of the weapon being an implement of the arbiter whose job was to assign souls to the various afterlives within the Shadowlands.
That isn't to say the weapon isn't without flaws though, the worst of which being its uncontrollable nature. The special effect has a very hefty 5 minute cooldown to help balance it out in situations where you are constantly attacking new targets, but that also means you won't see it more than a few times per combat, which means the effect needs to be very strong to make up for the lack of stats over a long raid encounter. It also represents a significant investment that you probably don't want triggering on the wrong target or proccing at an inopportune time, such as right before an invulnerability phase or other extended period of downtime in which you can't attack the manifested soul or benefit from the twisted boon. From this perspective, it feels like the weapon would be better off with an on-use effect allowing players to trigger it when they want, rather than an automatically and uncontrollably triggered one.
Periods of extended downtime right after attacking new targets seem like they would be the absolute worst time for this weapon's cooldown to automatically trigger.
Interestingly, the two-handed mace is also
unique-equipped
, which means that a Fury Warrior could not dual wield two of them. While this would leave them without a max level offhand weapon dropping from the final raid bosses, the loot table does not appear to be complete yet and is also missing max level weapons for specs such as Enhancement Shaman, so this may very well change. A bug also currently exists on the PTR where all weapons have a 0.5 second swing speed, and greatly reduced raw damage to match. While this results in the correct amount of DPS on the weapon, these numbers are clearly in error and subject to change before patch 9.2 goes live.
