Really easy to get your hands on this. Go to the second floor of Teluuna Observatory in the middle of Shadowmoon Valley, it's inside a chest by one of the hologram projectors.

I found the Star Maps on Dantooine, Kashyyyk, Tatooine, Manaan, and Korriban... Bastila never said anything about one on Draenor!

You must have done the quests at Teluuna Observatory before you can see the chest as lootable.

Easily collected as a Horde character, too. The only NPCs which aggro on sight are the Vigilante Teluunas, as a 95 I could just ride in the middle of the stairs without aggroing them - and even if, just keep going, you are not dismounted inside the observatory.

You can use the Holographic Discs, too!

To be honest I am kinda dissapointed with this item. When I read the desctription I was like "oh boy!" thinking that it would look like the Algalon intro, you know like the scene from Star Wars II or III where Yoda shows Obi-Wan the universe when he was looking for Kamino.

What I got is just meh.

As Alliance you need to have completed Shadows Awaken.

THEN leave the area and run back so you're not PHASED

I, too, completed the quest and came here looking for the item. Following the advice given, I did a /reload to refresh the UI, but after the UI loaded, I was still phased. I had to actually leave the area, at which point I saw all the purple fire disappear. When that happened, I was able to return and find the item exactly where it should be, in front of a bed to the left of Kinaak pretty much right in front of you after you climb the ramp.

My comment will help I think. After I completed the quest, I went upstairs where my addon shows the toy is, but I couldn't see it. First instinct, went wowhead, read that someone used /reload, someone used something else...
The thing is, when you've completed that q serie, you get profession quests to unlock them to 700.
Let's see what to do now:

Simply stay right where star map is, accept those quests in your bags, and tada! The chest which includes the toy will appear right at the moment

Was able to get this item before being phased. Only quests I had done in SMV were the garrison ones and I was on the quest to talk to Samara. So I guess you can get them item before being phased.
